Updated Guidelines for Aircraft Operators

The 2023 emissions reporting requires the following points to be taken into account which are described in detail in the updated Guidelines:Aircraft operators who wish to use the simplified procedure of Eurocontrol's Support Facility and want to have the use of sustainable biofuels credited in the EU ETS must have their emissions report verified with regard to providing proof of sustainability and determing biofuel quantities.From 2024, further flights will be subject to a reporting and surrender obligation in the European Emissions Trading System (EU ETS). This applies to international flightsbetween the European Economic Area (EEA) and outermost regions of the EEA andfrom outermost regions of the EEA to Switzerland or the UK.

However, the recalculation of the free allocation for 2024 and 2025 is based on the reported 2023 emissions. Aircraft operators without CORSIA obligations towards Germany can therefore report the above-mentioned flights on a voluntary basis (verification required). Otherwise, DEHSt will estimate the corresponding emissions. Aircraft operators with CORSIA obligations towards Germany must already report these flights anyway.

Please note already that the deadline for surrendering allowances is changing. It will be postponed to 30/09/2024 (instead of 30/04).
