Any natural person or legal entity (hereinafter referred to as ‘organisation‘) may register once on the DEHSt platform. This initial registration enables the creation of either a user account or an organisation account. This includes an initial user account for an organisation administrator. The organisation account will be activated by the German Emissions Trading Authority.
To activate an account, we must verify the Commercial Register Extract or other relevant identification documents such as the company’s Certificate of Business Registration and, if necessary, other certificates and powers of attorney.
The organisation administrator may independently add as many additional user accounts as required.
Even before the organisation account has been activated, you can enter information in the data entry forms and prepare requests in the DEHSt inbox. However, you will not yet be able to upload any additional documents required for the relevant application or reporting procedures to the platform. The only exception concerns the identification documents needed for registration, and these may be uploaded in advance.
All applicant organisations that already have an account in an emissions trading registry administered by the German Emissions Trading Authority (DEHSt) should use a dedicated registration link which allows the information to be extracted from the registry. In such cases, DEHSt will not review the data and the organisation account will be activated immediately and made fully available.
If you do not have an account in the nEHS registry or do not need to apply for an account in the Union Registry, but still need access to the DEHSt platform, please contact our customer service.

If you do not yet have an account on the DEHSt platform, a registration link is available to you as a prospective account holder with the DEHSt platform and to other authorised representatives under ‘Click on Account Holder’ (‘Klick auf Kontoinhaber’) in your compliance account of the nEHS Registry. If ecessary, you should forward this registration link to the person in the company who is responsible for compiling the emissions report (right-click and save link address). When you use the link, the company or organisation name and the associated address data will be transferred to the DEHSt platform. You will then be required to provide any additional data that is not available in the nEHS registry, after which the organisation account will be automatically activated.
Tax warehouse keepers who act solely as service providers and not as obligated parties as per BEHG, are not required to surrender emission allowances and therefore do not need an account in the nEHS registry. They should contact our customer service directly to obtain the registration link to the DEHSt platform. Once we have verified their data, we will activate their account and send them a reference.
Those applying for an account in the Union Registry will receive the application documents, a reference and a link for registration on the DEHSt platform from DEHSt. If necessary, you should forward the registration link to the person in the company who is responsible for submitting the necessary documents. When you use the link, the company or organisation name and the associated address data will be transferred to the DEHSt platform. You will then be required to provide additional data that is not available in the Union Registry, after which the organisation account will be automatically activated. Once you have successfully registered, you will gain access to the DEHSt mailbox and can submit your documents to DEHSt.
Please follow the instructions on our website for your initial registration to access the registration form.
In the first step, you must select the organisation type you belong to in the form: whether you are communicating with us as an applicant (Antragsteller), verifier (Verifizierer) or public authority (Behörde).
Zu Beginn wählen Sie bitte den Typ Ihrer Organisation.Source: DEHSt
Applicants include all organisations that want to submit an application or report to DEHSt or are legally required to do so.
Verifiers comprise all organisations that verify data on behalf of an applicant. This includes verifiers within the European Emissions Trading System 1 (EU ETS 1) and auditors/accountants involved in the compensation and State aid procedures.
An organisation is not permitted to register as both an applicant and a verifier. Consulting companies or service providers must establish a separate applicant account for each applicant they represent. To do this, they must upload their Commercial Register Extract and a power of attorney from the applicant they are representing. If the organisation is already registered, the organisation administrator can create individual user accounts for the consulting firm's staff.
Authorities comprise all state administrative bodies responsible for carrying out public administration tasks. Authorities are not required to provide identification documents.
Organisations acting as applicants or verifiers must indicate whether they are a natural person or a legal entity.

After successful completion of the registration process, an activation link will be sent by email to the organisation administrator’s email address. If this link is opened within 48 hours, the account will be activated and access to the DEHSt platform granted.
If this link is not opened within 48 hours, the account and all registration data will be deleted.
Once your account is activated, we will review the information provided and activate it if possible. You may, however, enter data in the data entry forms available on the platform even before clearance is complete.
If the details in the identification document require amendment at a later date, we will re-verify and activate the account as necessary. Organisations registered in the registry must initiate these changes via the registry.
The DEHSt platform is available online. You can access it via the following link.

On the login page, enter your username and password. Once you have successfully logged in, you will be directed to the dashboard where you have access to the various services of the DEHSt platform in accordance with the user rights assigned to your user account.
Each user receives access to the currently available data entry applications (for example 2021 and 2022 Emissions Report (Emissionsbericht 2021 und 2022) in the BEHG monitoring enforcement area). You can also update your own user profile, and DEHSt will provide information on how to contact our customer service and view system notifications.

Once you have finished working on the DEHSt platform, use the logout function in the top right-hand corner of the header. Always save your data and log out to prevent unauthorised access, even if you are only leaving your workstation for a short time.

Automatic logout when inactive
If you are logged in to the DEHSt platform, the duration of a session is 60 minutes. During this time, the connection to the server is maintained. If there is no interaction with the server within this period (for example due to saving, navigating, etc.), the session will expire, and you will need to log in again.
If the session ends automatically, any entered data not saved may be lost. Therefore, please ensure your work is saved before leaving your workstation. The remaining session time is displayed in the upper right-hand corner of the header. The time resets to 60 minutes whenever communication with the server occurs, for example by navigating or saving.

If the session was terminated automatically, you will see a relevant message when you return to your workstation. You will be asked to log in again.
Forgot your username or password?
Source: DEHSt
If the username and password combination is incorrect, the DEHSt platform will reject the login attempt. If you have forgotten your password, you can use the ‘Reset your password‘ (‘Zurücksetzen Ihres Passworts’) link shown in the error message to access the password reset function or alternatively use the link provided on the login page.
To do this, enter your username in the field provided. If the username is recognised in the system, an email will be sent to the address associated with your account. This email will contain a link that allows you to reset your password.
For security reasons, your account will be locked after five unsuccessful login attempts. It will be automatically unlocked after one hour. DEHSt cannot unlock your account earlier. Only your organisation’s administrator has the authority to do this.
Haben Sie Ihren Benutzernamen vergessen, können Sie hier eine E-Mail mit Ihrem Benutzernamen anfordern.Source: DEHSt
Forgot your username? Go to the login page and click on ‘Forgot your password?‘ (’Passwort vergessen?‘) Under the username entry field, you will find the link ‘Forgot your username?‘ (’Benutzername vergessen’?). Enter the email address you used to register. You will then receive an email containing your username. If you have multiple usernames for multiple organisations, the email will include a list of all your usernames.
Access to notifications, application and report forms
After successfully logging in, the dashboard will be displayed. From here, you can access all services provided by the DEHSt platform.
In the middle, you can find the ‘Notifications‘ (‘Benachrichtigungen’) tile where all system notifications are shown. You may receive a message here, for example, if:
an issue or procedure has been successfully submitted to us,
a subsequent claim or hearing regarding your issue or procedure is required,
a decision regarding your issue or procedure has been made in the form of a notice,
the right to process a dataset has been transferred to you for further processing,
an issue or procedure has been forwarded to a verifier for review, or
the review of an issue or procedure has been completed by a verifier.
In your user profile, you can set up email notifications so that you are informed whenever a notification is sent to your email address.
Below the notifications, in the centre of the page, you will find an overview of ‘Your current processes‘ (‘Ihre aktuellen Vorgänge‘): Here you can view all datasets you have created on the DEHSt platform. This includes matters you have created via the DEHSt mailbox as well the form sets you have created for a specific procedure. The overview provides information on the processing status and you can open the files directly by, clicking on the relevant entry line.
At the top right-hand corner, you will find the ‘BEHG Monitoring‘ (‘BEHG Überwachung’) tile. Here you can access the forms for creating an emissions report for 2021 and 2022 and, if necessary, view and edit the key data for the enforcement area. Please note that any amendments to this data will be reflected in the forms. To download the release package submitted to us, please open the desired report via the report overview. You will find it directly on the overview page of the emissions report under the heading ‘Release package‘ (‘Freigabepaket’). The notice, if it has already been issued, will also be available here.
In addition, the right-hand column contains the ‘Further information & contact‘ (‘Weitere Informationen & Kontakt’) section. Here you will find our contact details, should you have any questions about the DEHSt platform or the procedures.
Below this you will find the ‘Download signature application‘ download area (‘Download Signaturanwendung‘). Applications and reports submitted to us must be signed with a qualified electronic signature. The Data Boreum of Governikus company is available for download here and can be used to sign the release package and other files.
After successfully logging in, you can access the data stored in your user profile via the ‘User profile‘ (‘Nutzerprofil‘) tile on the dashboard. In this area, you can update your details. By clicking on the ‘Edit data‘ (‘Daten bearbeiten‘) button, a sidebar with the editable fields opens on the right-hand side of the screen. Confirm your changes by clicking on the ‘Save‘ (’Speichern’) button.

You can use the other buttons to change your password and configure your email notifications. These changes can be made in the sidebar as shown in the example above.
Source: DEHSt
A green confirmation message will appear at the bottom of the screen for each action completed successfully. This will disappear automatically after a few moments.
If an action could not be completed, a red error message will be displayed explaining the reason why it could not be executed. Users must acknowledge red error messages by clicking the close icon.

Updating organisation profile data
You can update your organisation's data if your user account has organisation administrator rights. In this case, the ‘Organisation profile‘ (‘Organisationsprofil‘) tile will be displayed in the dashboard.
Source: DEHSt
This overview shows all data stored about your organisation on the DEHSt platform. You can amend the data by clicking on the ‘Editing organisation‘ (‘Organisation bearbeiten‘) button. The sidebar with the editable fields opens on the right-hand side of the screen. Please confirm your changes by clicking on the ‘Save‘ (’Speichern’) button.
The data entered in the organisation profile is automatically transferred to the forms when you create a report or an application. This allows you to update the information in a central location and eliminates the need for multiple entries.
The overview of organisation‘s data displays the main address. If your organisation has multiple locations (for example different plant locations), you can select ’Address‘ (‘Adresse‘) from the navigation bar on the left-hand side of the screen and create additional addresses.
Hier können Sie Adressen Ihres Unternehmens ergänzen oder ändern.Source: DEHSt
Clicking on the ‘Add address‘ (‘Adresse hinzufügen‘) button opens the sidebar with the editable fields on the right-hand side of the screen. Please fill in the fields and confirm your entries by clicking on the ‘Save‘ (‘Speichern‘) button.
Here you can designate one of the saved addresses as your primary address. To do this, please click the ‘Set primary address‘ (‘Hauptadresse festlegen‘) button and select the correct primary address from the list in the sidebar. Confirm your changes by clicking on the “Save‘ (‘Speichern’) button.
Hier können Sie Hauptadresse Ihres Unternehmens festlegen.Source: DEHSt
After registering your organisation, the DEHSt platform usually requires you to upload an identification document. This could be a Commercial Register Extract or a Certificate of Business Registration.
If your organisation was registered via a link from one of our registration applications, you do not need to submit a document, as we already hold the required documents on file.
If there are significant amendments to the organisation‘s data such as a name change or change in legal structure, these changes must be entered in the organisation profile. Furthermore, the changes must be verified by uploading a new identification document to the DEHSt platform. To do this, please open the organisation profile and select the ‘Upload identification document‘ (‘Identifikationsdokument hochladen‘) button. Your user account must have organisation administrator rights for this action.
Please note that resubmitting an identification document will reset your organisation's status on the DEHSt platform to ‘Under review‘ (‘in Prüfung‘). We will review the new document immediately and reactivate the organisation. During the review process you may continue to enter data, but, you will not be able to upload files or submit reports and applications. You can view your organisation‘s status in the organisation profile.
Hier sehen Sie den Status Ihrer Organisation im Organisationsprofil.Source: DEHSt
Updating staff accounts
You can update your organisation's staff data only if your user account has organisation administrator rights. In this case, the ‘Staff‘ (‘Mitarbeitende‘) tile will be displayed in the dashboard.
Hier sehen Sie den Status Ihrer Organisation im Organisationsprofil.Source: DEHSt
Clicking the ‘Add staff member‘ (‘Mitarbeiter hinzufügen‘) button opens the sidebar with editable fields on the right-hand side of the screen. Please enter the data of the staff member and confirm your entry by ‘Save‘ (‘Speichern‘). The entry then appears in the overview table. The staff members entered here are available as a selection list in the forms for data acquisition, for example, when a contact person needs to be specified. The data is maintained centrally and therefore only needs to be entered once.
Adding user account
If the staff members listed here are required to carry out data acquisition tasks, you can create a user account for them in a further step. To do this, select the relevant staff member in the overview table by clicking on the entry. The sidebar opens where you will find the ‘Add user account’ (‘Benutzerkonto hinzufügen‘) button at the bottom.
Source: DEHSt
After clicking, the sidebar changes and asks for the required data. Assign a username and select appropriate system role – see also ‘System role permissions‘ (Berechtigungen der System-Rollen) – the user account should have. Click on ‘Add user account‘ (’Benutzerkonto hinzufügen‘). An email notification will then be sent to the specified email address containing a link that directs the users to a page where they can set up a password.
If you have commissioned external service providers to prepare reports or applications, please also set up a user account for them using the method described above. Please make sure to assign the appropriate system roles.
Hier können Sie Organisations-Administrator und Organisations-Mitarbeitende als System-Rolle auswählen.Source: DEHSt
The following system roles are available on the DEHSt platform:
Updating central data for the BEHG monitoring enforcement area
Creating, filling in and submitting applications and reports
Creating and submitting requests in the DEHSt mailbox
Each organisation is free to decide how the system roles are used. For example, in organisations where only a very small number of people are responsible for data acquisition and submitting reports and applications, it may be practical for all users to have full organisation administrator rights. However, please note that any changes to the organisation profile and central data will affect all procedures to be processed on the platform. Since this data is maintained centrally and reused in all procedures, it is essential to ensure that it is always up to date and valid across the board.
In organisations where many individuals are responsible for data acquisition, it may be useful to distinguish between organisation administrators and organisation staff to ensure that amendments to organisational data can only be made by the responsible person. It should be noted that the organisation administrator should be known to the staff and should also be readily available to handle queries and make changes at short notice. We therefore recommend appointing several organisation administrators so that substitutes available rapidly in case of absence. Please note that we have no access to the organisation data and therefore no way of intervening in case of absences. Responsibility for the organisation profile and the associated data lies solely with the organisation.
If one of your staff members leaves the organisation or no longer performs any tasks on the DEHSt platform, their user account can be deactivated. To do this, select the relevant entry in the overview list. A sidebar will open on the right-hand side of the screen. Please click on the ‘Deactivate user account‘ (’Benutzerkonto deaktivieren’) button. The user will then receive an email notification at their registered address confirming their account has been blocked. Please check in advance whether the user has sole editing rights to the data acquired and arrange for a handover before deactivation.
If external service providers are working for your organisation on the DEHSt platform, please deactivate their user accounts as soon as the assignment has been completed to prevent unauthorised access to the data.
It is possible to delete staff data. To do this, you must first delete the user account. Only then can you delete an entry.
If a deleted staff member was previously named in a report or application, for example as a contact, this entry will remain despite deletion. However, the staff member will no longer appear in the selection lists and therefore can no longer be entered as a contact.
