Dr Volker Oschmann holds a PhD in law. He has extensive expertise in the development and implementation of climate and energy policy instruments at national and European level, as well as in science-based policy advice. Prior to taking up his post as head of Division V, he headed, amongst other roles, Department III (‘Electricity and the European Energy Transition’) at the Federal Ministry for Economic Affairs and Climate Action (BMWK) and held various senior positions at the Federal Ministry for Economic Affairs and Energy (BMWi) and the Federal Ministry for the Environment (BMU) for many years.

Division V comprises Departments V 1a (“Fundamentals of Climate Change, International Climate Policy, Reporting”) and V 1b (“Climate Protection and the Energy Transition: Strategies and Measures”, including the Register of Guarantees of Origin and Regional Guarantees for Electricity from Renewable Energy Sources (HKNR)), as well as the German Emissions Trading Authority (DEHSt) with its three departments. The DEHSt acts as the national enforcement authority for, amongst other things, the European Emissions Trading Scheme (EU-ETS 1 and EU-ETS 2), the national fuel emissions trading scheme (nEHS), electricity price compensation for electricity-intensive companies, and the EU Carbon Border Adjustment Mechanism (CBAM).

Department V is therefore responsible for key tasks in climate protection and energy policy. It combines scientific expertise with the implementation of effective instruments to reduce GHG emissions and drive forward the energy transition.
