German Emissions Trading Authority

Ship operators

The EU Commission amended Directive (EU) 2003/87 and launched comprehensive instruments and actions called ‘Fit for 55’ to achieve a new climate protection target by 2030. The adjusted target provides for a reduction in greenhouse gas emissions by at least 55 per cent instead of 40 per cent compared to 1990. Emissions trading will be gradually extended to other sectors starting in 2024.

Maritime transport will also be integrated into the existing EU ETS from 2024. This means that shipping companies will have to report the volume of emissions caused and surrender sufficient emission allowances to cover the emissions emitted by their ships that enter the European Economic Area (EEA), leave the EEA or move and stay within the EEA. The number of allowances to be surrendered is determined based on aggregated emissions data at company level pursuant to the Directive (EU) 2003/87 requirements. Monitoring and reporting the emissions caused have been an obligation since 2018.
