Comments on the List of the Announced Verifying Bodies
Please take the presently announced verifying bodies out of the following linked list of verifiers. The announcement of the verifying bodies, which were accredited by the Deutsche Akkreditierungsstelle für Umweltgutachter GmbH (DAU) in line with the Umweltauditgesetz (Environmental Audit Act) as environmental verifiers, takes place according to their sectors in line with the currently valid Statistical Classification of Economic Activities (NACE 2008). The verifying bodies, which were publicy appointed and sworn-in by the local Chamber of Commerce and Industry as verifiers in compliance with section 36 of the Gewerbeordnung (Trade and Industry Regulation Act), are mentioned in the list with the appointment sectors according to the activity-specific appendices of the EU Monitoring Guidelines 2008-2012.
With regard to verifying bodies with accreditation by DAU according to Classification of Economic Activities (NACE-Codes), it is to consider that economic activities are described by up to five-digit sequence in the NACE-Code system, e.g. “35.11 production of electricity”. However, it has to be considered that the system of the NACE-Codes is hierarchically structured. This means that the two- or three-digit sequence also includes the multi-digit sequence. For the above mentioned example this means that an activity, which is liable to emissions trading and referable to the production of electricity, can also be verified by environmental verifiers who are accredited for “35.1 Electric power generation, transmission and distribution” or for “35 Electricity, gas, steam and air conditioning supply”and were accordingly announced by German Emissions Trading Authority (DEHSt).
Please be advised that DEHSt assumes no liability for the accuracy and completeness of the information about the particular verifying bodies because DEHSt is not automatically informed by DAU respectively IHK about changes in accreditation/appointment. The verifying bodies announced in the following list are obliged to communicate all changes immediately.
The verification of emissions reports, allocation applications or any other operators’ declarations (that have to be verified) is invalid, if verified by a verifying body who was not accredited respectively appointed for the corresponding sector. In this case, the respective declaration is considered as not duly verified. For this reason, operators and verifiers are obliged to check the authorisation of the verifying body prior to the verification activity. Installation and aircraft operators are advised to ask for prove e.g. by presentation of the appointment/accreditation certificate and to check it against the list of announced verifiers.
Special Information for Aircraft Operators
The authorisation for the verification of applications or reports in the aviation sector exists for
- Environmental Verifiers with authorisation for NACE-code “51 aviation” or
- IHK verifiers with appointment for annex XIV, XV Monitoring Guidelines 2008-2012 Luftverkehr/Aviation.

Please find further verifying bodies, which come into consideration for verification in the aviation sector but were not so far announced by DEHSt, on the website of the Deutschen Akkreditierungs- und Zulassungsgesellschaft für Umweltgutachter (DAU) via www.dau-bonn-gmbh.de (only available in German). The published data base by DAU makes it possible to search for NACE-Codes. Verifying bodies, which are named there, may also apply at DEHSt as verifiers for emissions trading.
