German Greenhouse Gas Emission Allowance Trading Act (TEHG) and Allocation Ordinance 2020 (ZuV2020)

In Germany, the European Commission's decision on the allocation of free allowances from 2013 is put into national legislation in the German Greenhouse Gas Emission Allowance Trading Act (TEHG) and an Allocation Ordinance (ZuV).

The TEHG came into effect on 28/07/2011 after the plenum of the Bundesrat had approved the draft in its session on 08/07/2011.

The German Bundestag accepted the Allocation Ordinance for the trading period 2013-2020 on 22/09/2011.

The legislative procedure (Bundestag and Bundesrat, the two Houses of the German parliament) is completed, thus establishing the legal basis for the allocation of emission certificates to the approximately 2000 operators partaking in emissions trading in Germany.
