Decision by the Commission
On 27/04/2011 the European Commission has adopted the decision on the allocation of free allowances in the trading period from 2013 to 2020. It lodges the EU-wide allocation rules.
In addition, the Commission so far published eight so called guidance documents and two "templates", which provide extensive explanations on the allocation rules and data required. Another guidance document is projected. However, the guidance documents do not represent an official position of the Commission and
are not legally binding.
In Germany, the European Commission's decision will be put into national legislation and by that regulated legally binding. Please find further information via TEHG Amendment.
